Development of SWM Site.

Solid Waste Management (SWM):

Disposal of Municipal Solid Waste in a scientific manner, protecting ecology and environment is one of the most challenging job for any Urban Local Bodies (ULBs) in India. The main reasons are scarcity of suitable land for disposal, inadequate funds, inadequate manpower and technical support, small projects unviable due to high capital cost, operation and maintenance cost, pubic resistance for setting up the facility near to town or city. MMRDA decided to develop regional landfill facility of 1800 to 2500 TPD capacity for disposal of waste at Taloja on priority for participating 6 Urban Local Bodies (ULBs) viz. Thane, Bhiwandi- Nizampur, Kalyan-Dombivali, Ulhasnagar, Ambarnath and Kulgaon- Badlapur in MMR for the period of 25 years in compliance with Municipal Solid Waste (Management & Handling) Rules-2000. Accordingly, MMRDA received an advance possession of about 300 ha of Govt. Lands on 30.07.2010

Construction and Demolition Waste (C&D Waste) & E-Waste:

• GoM constituted a Technical Committee under the Chairmanship of MC, MMRDA on 11.09.2012 for Formulation of C&D Rules for MMR. However, GoI has enacted C&D Rules on 29.03.2016 according to which the responsibility of collection of C&D Waste is now with the ULBs. MMRDA as Regional Planning Authority has no role to play. Accordingly, MMRDA has requested GoM to issue clarification regarding the GoM's, GR dated 11.09.2012 regarding C&D waste Technical Committee.
• The task of developing E-Waste disposal facility was initially assigned to MMRDA by GoM in January 2009. However, the revised e-Waste Management Rules 2016, issued on 23.03.2016 shifted the responsibility to the manufacturers and other stakeholders. Therefore, MMRDA is not implementing e-Waste facility for MMR.

Integrated Solid Waste Management Project (ISWM) of Ambernath Municipal Council (AMC) and Kulgaon-Badlpaur Municipal Council (KBMC):

• After handing over of land to Municipal Corporation of Greater Mumbai (MCGM) and Ulhasnagar Municipal Corporation (UMC), the balance land for SWM i.e. 211-43 ha at various locations vests in MMRDA and currently are protected by Land & Estate Cell of MMRDA.
• Ambernath Municipal Council (AMC) and Kulgaon-Badlapur Municipal Council (KBMC) have proposed an Integrated Solid Waste Management (ISWM) Project for the Disposal of Municipal Solid Waste in a scientific manner. The proposed integrated process comprises of several collection methods, varied transportation equipment, storage, recovery mechanisms for recyclable material, reduction of waste volume and quantity by methods such as composting, Refuse-Derived Fuel (RDF) processing and disposal in a designated engineered sanitary landfill. MMRDA has made budget provision of in the FY 2022-23 for ISWM project of AMC & KBMC. Further, MMRDA has requested Ulhasnagar Municipal Corporation (UMC) to inform MMRDA about their willingness to join and share the proportionate expenses in Regional Integrated Solid Waste Management Project of Ambernath Municipal Council (AMC) and Kulgaon-Badlapur Municipal Council (KBMC). Accordingly, UMC has in-principally agreed to join the ISWM Project of AMC and KBMC. MMRDA alongwith ULBs (AMC, KBMC and UMC) is in the process to implement the project on the basis of GoM GR dated 12.12.2022
